Default End of season docking at public docks

So I have noticed that it seems people store and slip their boats at the end of the year at the town docks. This seems most notable in Center Harbor where boats are covered and remain there for days. What is the written or unwritten rule behind this situation? When do people start doing this? I assume if the city was looking they could still impose the three hour docking limits correct? Anybody actually store there boat at a town dock for any extended period of time? Thanks.

I havent looked at the signs in a long time so they might have a season on them for the 3 hour restriction. Eg: May 15 to October 15, or whatever they deem to be the busy season.
