motels, inns at the lake
I'm from out of state but have reservations for an inn in Wolfeboro. Is there any listing of what will open when? Are there rules? Does each one have their own rules? I'm not going up until late August and I know everything could change by then for better or worse. If there's any website that could help me please post the link. Thanks. I missed last summer and am so eager to get up to the lakes this summer.

Try the link above. As of June 5, motels, etc. will be open to out of state residents who sign an attestation that they have been essentially staying at home for 14 days in their home state prior to coming to NH. But August is a long time away.

I am finding that each property is setting their own rules. For example, I contacted a few campgrounds in NH yesterday. This campground won't, currently, rent to anyone from out-of-state. Maine says they are not allowing anyone from out-of-state to stay anywhere and will impose a fine if you cross the border.
Are these being enforced? I don't know. I would suggest you call the place you have reserved.
