Part of a sailing crew's job is to be "on the rail": here, the crew is using their collective weight to keep the boat as upright as possible. Even in the chilliest of waters, Olympic sailing crews will water-soak three or four wool sweaters—each—for the weight gain!
Something that always cracks up foreigners is the translation from American slang—when the crew are often referred to as "rail-meat".
