He was always there to eat our scraps.

White head and neck with dark grey wings. Grey and white mottled underparts. Black tail. Yellow feet. Narrow black ring around orange bill.

I grew up in York Beach, where we call them "Beach Chickens", or "Dump Ducks", depending on where they were.
