It is sitting on top of a radar arch.

Mass registration...

Perhaps they boat on the ocean upon occassion with the omnipotent fog...

It sure is. I'm guessing someone on the boat works for Garmin. Or maybe they spend a lot of time in Boston Harbor and want to be on the lookout for the big ships.
