NO - I am saying that your argument for a horsepower limit offers no potential avoidance for this accident. If he was driving a boat with 1,000 hp or 250hp., he was DRUNK and that was the cause of the accident - not the hp. And if a particular boat is regulated off or leaves voluntarily - you think that will prevent and solve ANY accidents from happening!?
