It wouldn't have been instituted this year anyway.
It takes a long time with our system to change property tax regulations.
And they would need to come up with some sort of complex system to do so.

They have some very hard decisions to be made going forward.
All the subsidies are small but add up.

And they keep trying gimmicks to get around good accounting.
