"Private management"? The difference is that "Public" land can be raided by whatever government body is in charge: legislature, Town Meeting, etc. You just need the votes. If there is an intervening body (LRCT, SPHNF, etc.) that holds a conservation easement or other control, it is much more difficult to repurpose the land. Recall, around 2000, the State of NH bought one million acres of forest land. It was immediately put into a conservation easement and then leased back for forestry purposes, as well as hunting, snowmobiling and other public recreational purposes. If you want land or money, to be used for a specific purpose, that intervening body is the safeguard.
