If you follow that formula a 30mph wind at 35 degrees would produce freezing temperatures.
Your body has a natural layer of warm air around it. Wind disturbs that layer, replacing warm air with cold air. A fundamental principle of heat transfer is warm moves to cold, so as the warm air surrounding the body turn cold, the body loses heat faster as more warm air moves to cold.

Wind child affects living organisms that are producing heat. it does not make inanimate objects colder than the air temperature. Wind chill does not change the temperature. Instead, it creates a "feels like" temperature that affects living things that naturally produce heat.
