I thought that there would have been some kind of containment barrier / reservoir ( ? ) But I have not seen the whole story yet.

Depends on the size of the tank. Most above ground used oil tanks at service stations are 275 gal tanks, same as home heating oil tanks. They fall below EPA/DES size requirements for secondary containment.

Just a thought, if you have an outdoor heating oil tank, this could be you. Maybe not into the lake but, a groundwater cleanup can be just as, or more, costly.
