The cam operator can choose a preview picture for their feed. I manage two cams with the same type of Youtube feeds as Wolfeboro's and I picked preview pictures that show a scene with lots of activity. For example, the Flightcraft camera preview shows a shot from 2018 with the Mount pulling out and boats at the gas dock. That seems like a better preview than an empty lake with no boats.
