Tree Clearance Route 28 Barnstead-Alton Line

Does anybody know what the excavation/tree clearance/grading work going on along the Half-moon Lake-Locke Lake stretch of Route 28 is for?

Is it possible that NH is straightening/widening/installing drainage for this bad stretch of road?
