Are you referring the out side of "D" dock shown here is Purple?
If so yes you can park there, they are legal docks, but to be perfectly honest I would only do it on a very very calm day. D dock is our wave attenuator, think floating wave wall. If parking on D dock your boat will be broad side to the waves and prevailing wind.

I kinda thought this went without saying but I also have to ask that people do not pull into the slips inside the marina.
