The tie-offs will prevent the raised structure from starting to oscillate in the wind as well as limiting lateral movement. The frame does not have a lot of surface area; the rope will hold and the frame will not bend in any wind likely to be experienced here.

As I see it oscillation at the natural frequency of the structure may be the biggest danger and the tie-offs will keep that from getting going.
