What can I put over 2"dock pipes that got peened and spread out from hammering them into the water? The edges are ragged and sharp. The 2" rubber caps that I just bought won't fit since the end are now wider than 2".

Get someone with a sawzall or a just get a hack saw and take an inch or so off the top of the pipe. That's what I'd do anyway,

In previous posts some members have advised they just squirt a hose at the bottom of the pipes to set them down. In a day or two, the sand washes back in and they are firm.
I have used a driving a tool similiar to the one described above. Eventually the ends still deform enough that removing the tool requires some effort.
Eventualy I made a tool from some 1/2" copper pipe sections joined by threadded connectors. At the top end I have a valve and a hose hookup. You can get away with just the hose hookup piece and get a cheap valve to go to the end of your hose if you want to. This tool is inserted into your pipe and washes the sand up and out. As you get into deeper water you will add more sections.
Wear eye protection and expect to get wet. lol. I don't know who puts in a dock and doesn't expect to get wet but just in case...
