At the base of a waterfall bits of foam are often created as the falling water strikes the water in the stream below. Occasionally the smaller pieces of foam coalesce into larger and larger masses that can take on distinctive shapes. This spheroidal mass of foam can be seen in the previous photo if you focus in on the right side of the photo - it was caught in a small eddy on the side of the stream and was pinwheeling around in a small orbit on the surface of the water, picking up more bits of foam and slowly growing in size as it did so. It reminded me of scoop of ice cream in what we used to call an ice-cream float long ago, or maybe more like a dollop of meringue on the top of a lemon pie.
