If I'm not mistaken, that is the police. Notice the gun belt and marine patrol markings on the side of the closest boat.

Not in this pic, though I did do a double take to be sure. I've lost count of the times Capt B has cruised by that spot w/o regard to other boats and his separation from them. I have seen this scenario enacted on occasion, mebbe even THIS particular one. Kinda warms your heart a bit doesn't it.
