Buckle-Up In Vermont? HUH?

(Approximately at mile 10) Are we missing something? no your not seeing things. newspaper article a few days ago (concord monitor) says that in vermont it is illegal to have roadside billboards along their highways, so therefore newhampshire is allowing VT. to post them all over NH.
