Default Salmon back up at 25 feet?

I know the season is ending very soon! However, I am trying to sneak in one more fishing trip. I was out today with some guests and couldn't fish but I did see several fish marked at about 25 feet. They were between Welch and Rattlesnake. Does this make sense? Have they come back up that high?

I was diving today and 2 salmon swam by me while I was doing my safety stop at 17 feet.

Yes, water is cooling off quickly and fish are coming up higher in the column.
