Default tubing etc

The other day I saw a boat pulling a tube with 2 kids on it. There was one person on the boat. I always thought that when you were pulling someone whether it be on skiis, board, tube, or what have you that you had to have the driver in the boat plus one spotter for each person being pulled in the boat and that the spotters had to be old enough to legally drive the boat. In other words the boat should have had 3 people over 12 in it since it was pulling 2 people. Am I wrong?

Default Question on tubing

If I want to pull my dog around on a tube, do I have to have a spotter? (Not that I would go without a spotter for my little buddy). But does the rule on spotters only apply to people?

Towing a dog is not covered in the book, but a spotter seems like a reasonable thing. A PFD for him is a good idea too.

I think that you are wrong in that you say must be able to operate boat. I beleive the spotter must be a minimum of 12 or 13 years old, if this is so then most of the boats I have seen pulling a tube would be overpowered. You are correct that you must have one spotter for each person being pulled plus the operator. You also cannot pull more than two people at a time on this lake.
