Default What ARE these bugs?

I've been wondering about these guys for years. Finally got a picture of one.

These bugs seem to show up in early July. They are about the size of a fruit fly and they seem to do nothing other than annoy the **** out of you. They fly in front of your eyes, about an inch or two away. Never landing, never seeming to bite. Just annoying you to no end by neverendingly flitting in front of your eyes. Whenever I tried to catch one to identify it, they were always smashed beyond recognition until I got this one.

I've always assumed they are attracted to the carbon dioxide in our breath. Anyone know what they are?
