What Kind Of Electrical Device Was Removed?
Was it a bubbler that was defective or what?

Undetermined. There was a pole with a light attached and the electrical source conduit went down the pole into the water.

Connection too Low?
Although the defect can be traced to a bad ground, maybe the "customer owned equipment" was installed when the lake was at a "normal" level?
