Default Disaster relief?

While driving over the potholes and bumps in all the roads, I had perhaps a crazy thought. But there may be some forum members who have knowledge or connections that could make this happen.

As northern New Englanders, we're used to frost heaves and potholes come Spring. But this year the damage seems more extensive than I can recall in my lifetime. There are not many (any?) roads without extensive damage, and I expect that all towns/cities will be looking at large repair budgets after being hit with very large sanding and plowing expenses.

If this amount of damage had happened from one storm, or over a period of days, the states would be climbing over each other to apply for federal disaster relief.

While it occurred over a period of months, is it possible that the northern New England states could be eligible for federal disaster relief funds due to the extreme storms and weather this year?
