Question Unknown Fishing Gizmo

I purchased a "mixed bag" of yard sale treasure, which included the item pictured below. It's for monofilament line, but what is it supposed to do?

I believe it is a spring feeder used for carp fishing.

Red face Thanks for the Answers...

Searching "Fishing for carp" took me to videos from Russia and Britain.

Guessing that carp are not yummy, I'll toss this treasure into the box that I'll put out for my own future yard sale, and let the new owner decide its future...
