Default "Lock" lugs

I have a new-to-me vehicle that's due for an oil change and tire rotation. Each wheel has a single lock lug (spare tire included). I don't think that I need to have these "special" lugs and expect to replace them with standard lugs.

Question: I have been told that the lock lugs (which need a special tool to remove) are only meant to be removed, and can't be put back on. Even though I don't expect to reuse the lock lugs, this doesn't make any sense to me (that they can't be reinstalled).

Thoughts?
