Default Cleaning rubber around pool lip

Hello everyone,

Quick maintenance question for you. Our pool has a rubberish band around the top, between the tiles and the rim of the pool. Over time it's gotten yellowish in patches (see attachment). You can actually rub it off but you rub off some of the rubber too -- it has the consistency of a pencil eraser.

Would you know of a safe and easy way to clean this?
