Default Perk Test

Does anyone know the rules of Perk Tests. Specifically can they be performed all summer long? Someone told me their generally only done in the spring at the "worst case" time frame for passing. How about a name in the Moultonborough area to perform one? Thanks in advance.

You want to pay particular attention to section Env-Ws 1007 on pg 56. I don't see any restriction on time of year.
