Default Fuzzy White Caterpillars w/Black Horns

I have these fuzzy white caterpillars with black horns at both ends falling from the sky like snow. I see them everywhere, even in open areas with no trees above.

Anyone know what they are?

Don't touch them unless you want to get a nasty, painful rash.
