Also..seems like it was done by a Moultonboro local.....think there could be any room for any bias on the expressed opinions and recommendations?

I don't know about bias but it might help explain why the former chief decided to leave. Seems like there was a lack of effective leadership expressed by members of the department and mismanagement of department resources.
