Seems odd that the Executive Director of Laconia Motorcycle Week is quoted in today's Laconia Daily Sun as stating “Loud noise, whether it’s from motorcycles or cars or these jacked-up sound systems, are the bane of my life as it is most of us,” Charlie St. Clair said during the period open to public comment.

They removed inspections.

The discussion was on the removal of inspections and the effects of such.
Noise, because supposedly exhaust was being inspected and failed when modified to break the State noise ordinance.

Charlie was pointing out that inspection was a snapshot in time. I can pass inspection, get a sticker, and then go and change the exhaust on my vehicle.
