You can resurface a dock without a permit from the state provide there is no change in the size, location or configuration of the structure and no work is done in the water. The same is true for decks and stairs in the bank provided the repairs don't require and digging. I would strongly recommend taking a few photos of whatever it is you're fixing before you get started though. It's amazing how long a structure can exist without anyone noticing, but at soon as the new lumber appears it's like a beacon.
