Insurance companies do as they please. The state legislatures are full of insurance agents...how do you think they rigged your driving tickets? Insurance company's raise rates when you get fined & then they throttle you for hundreds & thousands of dollars in fines for years & years.
It was not always like this...It's an absolute abuse of the citizenry, but there's not much push-back in this generation of Americans
