I don't believe it ever was mandatory on the lake. I had VHF radios on boats in the 70's and 80's but I think they are more the exception now. With cell phones you can just call the Marine Patrol if you have a need.

I do know that some of the marina offices have VHF radios but they generally use other channels and do not monitor channel 16
