If it were me, and since Trex can be slippery anyway, I'd sandblast the whole surface.

The paint drips can be matched to the Trex color and by using a cheap "flux brush", touch them all up by hand. I had a similar "drip" problem with different colored pavers next to the house, and had to mix several different batches .
dunno. mine is gray on the inside and tan on the outside. maybe some other brand.
