For a little work of collecting signatures, the petitioners had the State of NH essentially give them free property. Property the state holds in trust for all of us, is now restricted for our use and more enjoyable for them.
The petition process is amazingly lopsided, the threshold for signatures is tiny, the timing is swift, notification is only required of abutters, yet the lake belongs to all of NH.
