I've sawed through some composite wood (
like Trex) and found no color layer.
A damaged dock near me also showed no color layer. (Pic below).
If it were me, and since Trex can be slippery anyway, I'd sandblast the whole surface.
The paint drips can be matched to the Trex color and by using a cheap "flux brush", touch them all up by hand. I had a similar "drip" problem with different colored pavers next to the house, and had to mix several different batches
