In simple terms.... it depends on what you are driving.

It is all about the inertia of the object.... a 400lb rowboat has exponentially less inertia at 3MPH than say a 3500lb small runabout does. So when the outboard torpedo strikes a rock, the force transmitted in the strike varies due to the mass of the object the outboard is powering.
