There are two Military Operations Areas (MOA's) in the White Mountains which are a dedicated air space for the military to practice maneuvers with a reduced risk of impacting civilian/commercial aircraft. Non-military aircraft can transit the area as they're not always active ("hot"), but that's why we see so many military aircraft operating over the lake.

You can see from the map the magenta line with the perpendicular lines, inside of that is the MOA which goes over a bit of the lake. Typical aircraft we'll see are F-16's from the VT Air National Guard, F-15's from the MA Air National Guard, A-10's from the CT Air National Guard, and C-130's from various units but commonly the RI National Guard and NY National Guard.
