bottom line is "buy a fishing license". If your friend is fishing off your boat, tell him "I will let it slide this time but next time you are on my boat and want to fish...please have a fishing license or I will ask you not to fish." That is about as polite as it gets. By the way, I think even you starting your motor to move your friend to a different spot to fish would be considered assisting him/her in fishing if a Conservation Officer thought you needed the point to be made more forcefully.
If he/she only wants to fish a day or two all summer...they have 1 and 3 day licenses for about the same money as a days worth of bait.
