I have seen some strange disfigurements in fish I have caught. Usually caused by some kind of parasite when they are very young.

I would send the pic to Fish and Game biologist John Viar for his take on it. John.Viar@wildlife.nh.gov John is usually very good at responding.

If you think it's not safe to consume yourself, maybe it's best to put it in the trash and protect the eagles too?
