Is NHDES saying such concentrations of gloeotrichia are of little concern? Is it just another--but harmless--algae?

Concentrations such as that pictured above occasionally drift by my Winter Harbor shoreline, along with the lesser September concentrations.

Preparing my dock for winter-ice onslaught has given me ample time to observe this onslaught of algae.
