There was no MP until late 50's. There were two Steelcraft patrol boats operated by the Public Utilities Commission and the officers had police-like uniforms. Not so many rules then, and not so many boats. The PUC maintained the navaids and published the related navigation chart. The speed limit in the channel started at the bridge where there was a sign that said your running time from this point to the similar sign at the south end should not be less than 5 (3?) minutes. Most people actually slowed down at the outermost flasher at the north end. Common sense and courtesy, back when all boaters waved to each other.
