For the past four years we've hired foreign students for the same reasons Samiam stated above. Unfortunately, the laws are written and interpreted in extremely strict fashion - no room for variation. We have no employees under the age of eighteen - can't afford the risk of a late-ending shift - particularly when one minute after the hour is considered breaking the law.
In this business, it's impossible to guarantee that every employee can and/or will punch out at a precise time!!!
