There must be some engineering, utility poles, & land improvement costs in the $670,000.
If you take these costs out of the total than the sidewalk cost would probably be much lower. My guess the sidewalk cost would be in the $300-$350 thousand range. That's a little high but they probably want to make sure they have enough money if some unknown problem occurs.
