I guess if Uncle Sam "withholds" his share, that isn't really splitting, is it? Probably the same in Michigan. NH used to have a 10% tax on gambling winnings--lasted about 18 months before it was repealed. NH lost a lot of business on that tax, devastating to the track in Belmont. In this case, with $1B, it appears there's enough to go around.
