Perhaps what the article was referring to was the Port Authority of NY and NJ or some other quasi-governmental body that has nothing to do with New Hampshire.

SOMEONE ..co-ordinates ALL the E-ZPass in the United States. The equipment is Standard. Somebody pays for it. It's NOT provided FREE. There is NO Free Lunch.
