And this has never happened to you on Winni? If it hasn't it will just a matter of time.

I can't tell you what if any difference there is far as the boating laws go between ME and NH but there is no shortage of ignorant "captains" out there no matter where you go. More rules/laws don't make it any safer out there if there is a segment of the population that just doesn't give a damn and the MP can't be everywhere all the time to catch them.
