BlueIris is common as a DIY VMS platform. It's kind of clunky and resource hungry, but it's probably the cheapest direct approach.

If your IP cameras are relatively recent and somewhat name-brand there is a good chance you could make them work with a Hikvision NVR (check Amazon). You can get some nice units for ~$300, but they will be grey-market, meaning you pretty much won't get ANY support after the sale, but they're cheap.
