The air refueling tracks are not made up on the fly (pun intended); they are established in coordination with the FAA and are pretty expansive. (See the track in post #23 as depicted by flight aware.) Given the size of the AR tracks, there is no practical way to keep the entire evolution over dry land. As previously mentioned, your concern about jet fuel finding its way into the lake because of some kind of air refueling incident is seriously misplaced.
