Manual ways are more expensive
Governments are adopting technology to increase efficiency while lowering costs, and meeting the needs of the majority. The push for lower taxes demand they do this. On-line systems means lower staff costs and time savings to people that don't need to visit town halls or DMV offices.
But, the problem is keeping the manual option to meet the needs of those that haven't adopted technology or don't have needed access. It is expensive for governments to keep the old, manual labor ways in place, but it is required until middle aged people become the new elderly. There is no looking back.
